Adaptive Safety Nets and Economic Inclusion Project

The Youth Economic Inclusion and Adaptive Social Safety Nets Program in Cameroon, a collaboration between Cameroon and the World Bank, was successfully implemented by Intellium Global Perspective from January to April 2025.

Initially targeting 1,500 business plans, we received and evaluated 1,290 submissions, ultimately selecting 1,000 candidates for grant consideration. The evaluation process was conducted in three distinct phases.

During the preparatory phase (January 20 – February 3), the team established the methodological framework and trained evaluators. The intensive evaluation phase (February 5-18) involved 14 expert evaluators working in pairs, implementing a dual validation system to ensure objectivity and reliability.

Finally, our experts independently managed the grant needs assessment for the 1,000 qualified business plans, through an automated data collection and processing solution, for a total of $10M. The program successfully contributed to the Business Plan Competition sub-component of the PFS-AIE Program, applying best practices in entrepreneurial project evaluation in Africa.
